STUDIJA SLUČAJA DRITANA ABAZOVIĆA: Neuspješni pokušaj tehničara da ukine kapitalizam
Očigledno je da donosioci odluka tek uče osnovne lekcije kada su u pitanju investicije i razvoj. Narod kaže da se na greškama uči, a sve su prilike da gradivo nijesu savladali. Jer da jesu, Vlada ne bi dala saglasnost na povećanje taksi na komunalno opremanje u Kolašinu, gradu investiconog buma koji postaje centar planinskog turizma regiona
„Nijedan investitor ne može državi Crnoj Gori da prijeti arbitražom“ kazao je 01. jula 2021. godine tadašnji ministar ekonomskog razvoja, a novoizabrani predsjednik države Jakov Milatović, komentarišući arbitražu koju je najavila kompanija Aman Resorts zbog kršenja ugovora u vezi sa Kraljičinom plažom.
“Insistiraju na privatnosti Kraljičine plaže, na mostu koji vodi ka Svetom Stefanu, što je u suprotnosti sa našim zakonima. Čini mi se da na način na koji žele neke stvari ne žele da dođe do dogovora. Prosto postoje zakoni Crne Gore, a ranije su bili, čini mi se, zakoni DPS-a koji su se više poštovali”, naveo je tada Milatović. Čuvena je i njegova izjava da „građani Crne Gore gledaju Sveti Stefan kao gladna djeca kolače“, vjerovatno govoreći iz sopstvenog iskustva.
Njemu se pridružila i poslanica građanskog pokreta URA, svestrana Božena Jelušić, čija ekspertiza pokriva najširi dijapazon djelovanja. Ovaj put je komentarisala međunarodni pravni poredak, pa je istakla da „rušenje ograde u Miločerskom parku nije dovoljan razlog da zakupac hotela na Svetom Stefanu pokrene arbitražu“.
Rušenju ograde oko Kraljičine plaže prisustvovali su i tadašnji predsjednik Opštine Budva, čuveni uzurpator Marko Carević kao i predsjednik SO Budva Krsto Radović.
Tri godine kasnije, mnogi bi rekli izgubljene tri godine u pripremi za arbitražu u Londonu, kojom je Aman tražio od Crne Gore 100 miliona eura, iz Vlade potpuno drugačije vijesti.
„Postignut dogovor!“ , napisao je na Telegramu premijer u tehničkom mandatu Dritan Abazović.
“Hvala svima na konstruktivnom pristupu, predstavnicima Aman, Adriatic Properties, Opštine Budva i JP Morsko dobro. Crna Gora će biti No. 1 turistički brend na Mediteranu”, naveo je on. I ministar ekonomskog razvoja i turizma, Goran Đurovć, pozdravio je ovaj dogovor.
„Hvala svima koji su doprinijeli da se Sveti Stefan ponovo otvori. Ovo je još jedan dokaz da je Crna Gora na pravom putu“ naveo je Đurović na svom twitter nalogu.
Vlada zaboravlja da napomene da je Crna Gora na tom putu bila i prije njihovog dolaska na vlast. Ili, što bi rekao Milatović, vraćaju se ponovo DPS zakoni koji se opet poštuju!
Jer su stručnjacima iz Vlade bile potrebne tri godine da shvate ono što je DPS pričao decenijama-da je Aman brend No.1 na Mediteranu!
Ovo je samo primjer lutanja posljednje dvije Vlade od privatizacija do podržavljavanja preduzeća, pa nazad. Vlada Dritana Abazovića se hvalila kako ”vraća” državi kompanije, ukidajući, valjda, kapitalizam, i sprovodeći neoliberalni boljševizam kao eksperiment, što je unaprijed osuđeno na propast.
Slično je bilo i sa trajektnom linijom Kamenari-Lepetani. U februaru ove godine, Vlada Crne Gore je stavila van snage zaključak iz 2019. godine kojim je trajekt Kamenari-Lepetane dat na upravljanje kompaniji “Pomorski saobraćaj”.
„Vraćamo liniju državi“ slavodobitno je najavio premijer u tehničkom mandatu Abazović. Par mjeseci kasnije, uz ogromne probleme u funkcionisanju, prevoza trajektom ”Vasilije” bez koncesije i pod nepoznatim okolnostima, i uz sumnjivu nabavku novog trajekta starog pola vijeka, Vlada se vratila na početak – samo što sad iznajmljuje trajekte od kompanije Pomorski saobraćaj. Dok prethodne vlade DPS-a koje je Abazović optuživao za favorizovanje, nijesu plaćale privatniku, već je on sam zarađivao i plaćao porez, a trajektna linija je funkcionisala besprekorno.
Očigledno je da donosioci odluka tek uče osnovne lekcije kada su u pitanju investicije i razvoj. Narod kaže da se na greškama uči, a sve su prilike da gradivo nijesu savladali. Jer da jesu, Vlada ne bi dala saglasnost na povećanje taksi na komunalno opremanje u Kolašinu, gradu investiconog buma koji postaje centar planinskog turizma regiona, već bi, naprotiv, ekonomskom logikom podsticala na dodatna ulaganja u hotelske smještajne kapacitete, razvoju malog i srednjeg biznisa, uslužnih djelatnosti, sve u skladu sa Prostornim planom posebne namjene za Bjelasicu i Komove, koji je radila najbolja kompanija u ovoj oblasti-kanadski Ecosign.
