Živković: Nećemo plave balone i plava svjetla! Hoćemo konkretna rješenja za nagomilane probleme djece i odraslih sa autizmom!
Autizam ne
bira i poprima epidemiološke razmjere! I sama sa majka djeteta s autizmom. Broj
autistične djece se od 2020. utrostručio, a po zvaničnim podacima, jedno od 36
novorođenčadi ima smetnje iz spektra autizma.
2022. godine je u Skupštini Crne Gore usvojen Zakon o registru osoba sa autizmom, ali ni danas nema pomena o tome, a ne konkretnih rezultata. Stoga, ni Strategija o ranom razvoju koja je donešena nije bazirana na realnim podacima, saopštila je Živković.
Djeca i
odrasli sa autizmom iz Nikšića nemaju „privilegiju“ korišćenja usluga
Dnevnog centra, samo listu čekanja i obećanje o izgradnji Centra za
autizam u prostorijama stare škole u Ozrinićima kraj Nikšića.
Kako ćemo
bez Registra napraviti valjan projekat koji će biti na korist Nikšićanima, ali
i cijeloj Crnoj Gori, djeci i odraslima sa autizmom (osobe koje imaju više od
27 godina jer autizam ne prestaje kad neko navrši 27 godina )?
Postavlja
se pitanje i ko će u tom Centru raditi jer su defektolozi deficitarna profesija
u Crnoj Gori. Stipendiranje potrebnog kadra ili formiranje Odsjeka za
defektološke studije na Filozofskom fakultetu može biti adekvatno rješenje.
Umjesto da
djeca koja od strane psihijatra dobiju dijagnozu autizma po automatizmu ostvare
prava iz socijalne i dječje zaštite, roditelji moraju prolaziti ljekarske
komisije među kojima nema stručnih lica za pitanje mentalnog zdravlja, pa ni
autizma, ali vrlo često odbijaju Zahtjeve roditelja koji potom, godinama čekaju
ostvarivanje zakonom zagarantovanih prava trošeći svoju energiju i vrijeme koji
im svakako manjkaju. Povezivanje nadležnih Ministarstava (zdravlja,
prosvjete i socijalnog staranja) bi olakšalo procedure koje su ponižavajuće i
neadekvatne.
Kad govorimo o zdravstvenoj zaštiti, problemi su takođe brojni: od nedostajućih zubarskih stolica za djecu sa autizmom do nedostupnih ginekoloških usluga za djevojčice i žene u spektru, pojašnjava Živković.
Inkluzija
je formalna i zasniva se na dobroj volji pojedinca, njegovoj emotivnoj,
socijalnoj zrelosti i društvenoj odgovornosti. Potrebno je sa deklarativnog
preći na suštinsko rješavanje problema. Neophodna je adekvatna obuka
prosvjetnih radnika i poboljšanje uslova za rad u učionicama u kojima borave
djeca sa autizmom. Senzorne sobe u svim školama i dovoljan broj (bolje obučenih
i plaćenih) asistenata.
Godišnje se
preko tri miliona eura izdvoji za „liječenje” djece sa autizmom na Institutu za
fonetiku i patologiju govora u Beogradu, što je uzaludno i bespotrebno, jer
nakon dugotrajnog boravka na Institutu, po povratku u Crnu Goru djeca
nemaju adekvatnu podršku, a ni sami tretmani u Beogradu, po iskustvima
roditelja, nijesu adekvatni za djecu sa autizmom. Porodice koje su svakako
ugrožene, dodatno su pod pritiskom jer se razdvajaju tokom boravka u Beogradu,
finansijki i emotivno dodatno iscrpljuju. Iako je sve ovo već poznato
nadležnima, oni su odlučili da potpišu saradnju sa još dva Instituta u regionu,
u Novom Sadu i Tuzli, te da nastave da rasipaju novac koji možemo uložiti u
sopstvene resurse, kako u obrazovanje, kadar, tako i u neophodnu
infrastrukturu. Novac treba usmjeriti za izgradnju Instituta u Crnoj
Gori i stipendiranje defektologa, oligofrenologa, okupacionih i radnih
terapeuta, kao i za poboljšanje uslova rada i obuke ličnih i pedagoških
asistenata i podršku porodicama u vidu zakonskih i projektnih rješenja.
Mora se
pomenuti i potreba za Zakonom o roditelju njegovatelju koji će
značiti elementarnu sigurnost roditeljima i starateljima djece i odraslih sa
autizmom.
Sumirajmo
neophodne korake:
- Registar
osoba sa autizmom;
- Dostupne usluge Dnevnog centra
za djecu i mlade sa autizmom;
- Izgradnja savremenog Centra
za autizam u Ozrinićima;

Stipendiranje deficitarnog kadra i formiranje katedre za defektologiju;
- Uspostavljanje valjane rane
intervencije;
- Senzorne sobe i dovoljan broj
asistenata u vaspitno-obrazovnim ustanovama;
- Usluge za roditeljski predah
i stanovanje uz podršku;
- Zakon
o roditelju njegovatelju
